Rights Group Says Israeli Rules Fuel Slaying of Arabs

A U.S. human rights group charged today that Israeli army regulations encourage soldiers to open fire on Palestinians in the occupied territories with little fear of being punished.

In a report titled “The Israeli Army and the Intifada: Policies that Contribute to the Killings,” the New York-based Middle East Watch accused the military of failing to adequately investigate deaths caused by army gunfire and prosecute soldiers suspected of abuses.

The report’s conclusions were similar to those of the Israeli human rights group B’Tselem.
