Tribune Completes Part of Overhaul: Robert C. Maynard, publisher and majority owner of the troubled Oakland Tribune, told employees in a letter that Phase I of a plan to keep the paper afloat has been completed. Maynard, who in June announced the need for cutbacks, said the newspaper has been able to identify savings of $8 million, in part by reducing the staff to about 600 from 727. Because of severance payments, he added, the company won’t feel the full benefits of the savings until late September or early October. Talks with unions about staffing and other issues are under way.
