Allied-Signal Inc. today announced that it will build a $160-million plant in France to manufacture polyester fiber for passenger car tires, seat belts and other products.

The advanced technology company said the plant will be built in Longwy, a city near the Belgian border. It is expected to begin operating by 1993 and employ about 300 workers.

Allied-Signal has been manufacturing polyester since 1971 in Monroe, N.C., and has yearly industrial polyester sales of about $150 million, including exports to Europe, officials said.
