Malibu : Plan to Speed Up Cityhood

The City Council-elect met behind closed doors Monday after its regular session to map out its strategy to get the city legally incorporated.

The council is backing a petition by the Malibu Committee for Incorporation to have the California Supreme Court review a July 23 appeals court decision giving the county of Los Angeles the right to delay cityhood until March of next year.

But the council will also decide this week whether to file its own lawsuit over the delay. “I’m meeting with the council this week on this issue,” City Atty. Michael Jenkins said.

Since the July 23 ruling, the council has been lobbying Sacramento legislators to amend the Knox-Cortese Act, which lays out the rules for setting up new cities. The council wants a retroactive amendment that would allow the city to incorporate before March, 1991.
