Amid reports of mounting Iraqi troop numbers in south Kuwait, the United States made lans to increase its military presence in the oil-rich region. President Bush declared that in the event of an invasion of Saudi Arabia, a key U.S. oil supplier and ally, “I would be inclined to help in any way we possibly can.” U.S. MILITARY MOVES The carrier Saratoga will leave Mayport, Fla., Tuesday for the Mediterranean, where the carrier Eisenhower is stationed and may remain. The battleship Wisconsin will leave Norfolk, Va., on Monday for the area with five other ships and 2,000 Marines. The carrier Independence and its six-ship battle group is moving toward the norhtern Arabian Sea southeast of Kuwait.
