Explosive Device Falls From American’s Car

LONDON —
A high-explosive device fell off an American woman’s car Monday but did not explode, Scotland Yard said. Police suspected the device was planted by the Irish Republican Army.
Police said the car’s owner lives in a home in northwest London formerly occupied by Robert Armstrong, now Lord Armstrong, who retired as civil service chief and Cabinet secretary in 1987. Police refused to identify the car’s owner at her request.
