WORLD IN BRIEF : SOVIET UNION : Fund OKd to Ease Economic Transfer

Soviet President Mikhail S. Gorbachev ordered a state property fund be set up to oversee the transfer of state businesses to private enterprise and lease-holders when the country switches to a market economy. Gorbachev’s decree said the property fund would “work out and implement programs for the transformation of state enterprises into joint stock companies and firms based on other forms of property. . . . “
