No one can accuse former congressional candidate Sang Korman of failing to put his money where his mouth is.

Korman, who opposed--and lost to--Rep. Elton Gallegly (R-Simi Valley) in the Republican primaries in June and two years ago, loaned his campaign $565,909 since 1987, according to Federal Election Commission records. Less than 1% of the money has been repaid.

Korman, a Calabasas resident who built shopping centers in Los Angeles after emigrating from South Korea, won 32% of the vote in the June 5 primary. His campaign committee spent $396,697--or $18.66 for each of the 21,256 votes he received.

Gallegly, a two-term lawmaker, spent $238,223 in campaign funds during the first six months of this year.
