Bank of Los Angeles has named Mark E. Buchman, former president of the Government National Mortgage Assn. (Ginnie Mae), president and chief executive of the bank and its parent, BKLA Bancorp, pending regulatory approval. Buchman will succeed Gerald S. Weisstein, who resigned to pursue other interests.
