Scalpers Beware: A tough anti-ticket scalping law goes into effect Aug. 28 in Pennsylvania. Under the law, anyone caught reselling a ticket for a higher price than face value will be subject to a $300 fine. Repeat offenders face penalties of $5,000 and two years in jail. A similar proposal is being prepared by a coalition of concert promoters for introduction into the California Legislature later this year.
