Blum Boosts Stake: Richard C. Blum, a San Francisco investor and husband of Democratic gubernatorial candidate Dianne Feinstein, has increased his stake in Irvine-based National Education Corp. from 5.3% to 6.4%. Blum, who sits on the board of directors of the vocational education and training company, bought 323,200 shares between June 25 and Aug. 17 for $4.42 to $5.25 each, according to a Securities and Exchange Commission filing. He now owns 1.9 million shares.
