USDA Warns of Layoffs: Budget cuts could force the withdrawal of federal inspection services at thousands of meat and poultry plants this fall unless agreement is reached on the 1991 budget, Agriculture Department officials report. Lester M. Crawford, administrator of the department’s Food Safety and Inspection Service, said layoffs of inspection personnel would effectively close meat and poultry plants because federal law prohibits operations without inspection. The layoffs, or furloughs, would begin Oct. 1, he said. The USDA unit has 7,344 employees, with about 82% working in inspection services.
