HELPING HAND: Insiders say Amber Jefferson of Garden Grove, the 15-year-old black girl attacked and severely injured by a group of white men in Anaheim last month, will be the first recipient of a new grant program to aid victims of hate crimes. . . . The $500 would come from the International Institute of Los Angeles, formed to assist immigrants, refugees and the foreign-born. . . . “It’s not a lot of money, but we feel that as a symbol it is important,” says a spokeswoman.
