It is premature, irrational and irrelevant to raise questions about the fair allocation of the Persian Gulf war costs among our allies.

Our allies are reluctant to assist militarily or to share in the financial burdens of a needless war because they believe that Saddam Hussein’s recalcitrance can be modified by compromises with the United Nations as chief negotiator.

Time is running out on our allies’ failure to advise President Bush that he must surrender his role as chief arbiter to the United Nations.
