Navy Exonerates IBM: The Navy said International Business Machines did not break federal contracting laws by providing advice and training for Navy personnel when it hoped to win lucrative mainframe contracts. Congress held hearings last November into allegations by smaller companies that IBM might be breaking laws in seeking military contracts. The Navy said a contracting official sought advice from IBM in drawing up specifications, but IBM did not initiate the offer.
