Just Say No: The Scott Newman Center, a foundation which through messages in the media encourages the entertainment business to take part in the drug war, gave out its 10th annual drug abuse prevention awards Monday. First place went to the HBO’s “America Under Cover: USA-Country Under Siege,” an expose about crack in Florida. “Maggie’s Secret,” a CBS Schoolbreak Special about growing up in a family of alcoholics, took second place. Third-place honors went to ABC’s “Doogie Howser M.D.” for an episode in which Doogie, played by Neil Patrick Harris, drinks at a party before being called to a medical emergency.
