REPORT CARD: Orange County’s congressional delegation is used to bad grades from liberal and activist groups. Now the current issue of Money magazine, a consumer monthly, is giving O.C.’s five congressmen thumbs down on “pocketbook issues”: three Ds and two Fs. The grades are based on how votes on 15 issues match subscriber preferences. . . . Two bright spots: All voted “correctly” to cut the capital-gains tax and for a balanced budget amendment.
