Thomas C. Fichter, 51, senior vice president and chief financial officer of the American Newspaper Publishers Assn. Fichter, who had been with the organization for 29 years, also was treasurer of the ANPA Foundation and chairman and president of ANPA’s Credit Bureau Inc. During his tenure the association grew from 846 member newspapers to about 1,400 and its budget went from $1.3 million to $18 million.
