PERSISTENCE: Fifteen years after Sheriff Brad Gates refused to issue them concealed weapon permits, private detectives Ty and Frank Ritter this week will ask a federal court jury for punitive damages after winning a nearly quarter-million-dollar judgment against the sheriff. . . . But they say they want something more from the court: an order finally forcing Gates to issue the gun permits. “We just think we still deserve them after all this,” said Ty Ritter.
