SECOND OPINION: The federal government has apologized to Dist. Atty. Michael R. Capizzi for implying that his office delayed the investigation into private guards stationed at Santa Ana polling places in 1988. . . . A Justice Department letter last month said the federal probe took two years because it had to wait for the D.A.’s investigation to end. That implication “is inaccurate, unjustified and deeply regrettable,” the feds now say.
