Keating Takes Bail-Cutting Bid to Federal Court: A federal judge ordered prosecutors to respond by Tuesday to businessman Charles H. Keating Jr.’s request to lower or lift the $5-million bail that has kept him in Los Angeles County Jail nearly a month. The state appellate courts had rejected Keating’s bid to reduce his bail. Keating, indicted with three others on state securities fraud charges, petitioned the U.S. District Court in Los Angeles on Thursday to order a bail reduction. He contended that the bail was unconstitutionally excessive and that he is not a risk to flee before trial.
