PLACENTIA : $21,000 OKd for Housing Consultant

The City Council has approved spending up to $21,500 to hire a consultant to devise a plan for low- and moderate-income housing.

In a 4-1 vote Tuesday, council members hired PMW Associates of San Clemente to prepare the plan, which is expected to be completed early next year.

By law, 20% of tax revenue received from redevelopment areas must be set aside for low- and moderate-income housing. The law also requires that agencies that have amassed more than $500,000 for the low- and moderate-income housing fund adopt a plan for spending the money within five years.

Placentia has just more than $500,000, said Joyce Rosenthal, director of development services. The city has 273 acres zoned as redevelopment land, mainly in the southwest portion of Placentia.

PMW will recommend the best way of spending the money. Rosenthal said the city has several options, including establishing a grant program for home buyers and financing the construction of new homes.

Councilwoman Maria Moreno voted against the proposal after requesting that the item be continued for two weeks so other options for preparing the plan could be explored.
