A sheriff’s captain suspended last year for 35 days without pay in connection with the so-called “Rambo Squad” at County Jail in El Cajon has filed a $10.5-million claim against San Diego County alleging political retaliation, sexual discrimination and slander.

Capt. Maudie Bobbitt, who was in command of the El Cajon Jail between July 1986 and February 1988, had the claim filed Monday by her husband and attorney, Everett Bobbitt.

In it, Everett Bobbitt accused Sheriff John Duffy of using his office for political gain and to help Assistant Sheriff Jack Drown replace him in next month’s election.

Because the Bobbitts support Drown’s opponent, Sheriff’s Capt. Jim Roache, for sheriff, Everett Bobbitt said, Duffy retaliated against his wife, reopening an investigation Friday into allegations that she overlooked or ignored charges of inmate abuse.

On Friday, Duffy said he also was rescinding her suspension.

Everett Bobbitt also said that Duffy and Cmdr. Myron Klippert repeatedly have sexually discriminated against his wife. He also accused Duffy and his attorney, Martin J. Mayer, of slander.

Neither Mayer nor Duffy could be reached for comment Monday. Mayer said Friday that he was aware that Bobbitt was filing a multimillion-dollar claim but dismissed it as premature because Duffy has not yet begun his investigation, and the results will not be available for several months.

In an interview Monday, Drown said he was never in charge of the El Cajon jail.

The Board of Supervisors will review the claim and determine in the next several weeks whether it has merit.
