The Roman Catholic Church in Ecuador plans to buy $28 million of the nation’s foreign debt to help Indian groups buy their land, Quito Archbishop Antonio Gonzalez said Thursday.

He told reporters that the government authorized the debt buy-back on secondary markets. The debt paper would be converted into local currency and used to finance low-interest credits to allow the Indians to buy their land.
