Fixed-Rate Mortgages Drop: Fixed-rate mortgages averaged 10.02% last week, down from 10.09% the previous week, the Federal Home Loan Mortgage Corp. said. It was the lowest rate since Aug. 3’s 9.84%. One-year adjustable-rate mortgages averaged 8.11%, up from 8.09% the week before. The rates do not include add-on fees known as points.
