Official Demoted, Worker Suspended Over Job Test

A top Pasadena administrator was demoted and another employee was suspended after an investigation into allegations that the administrator supplied the employee with advance questions before a city job interview.

Gordon Anderson, 39, acting head of the Employment Development and Community Services Department, has been demoted to Housing and Development project manager. His salary went from $78,300 to $60,719 a year.

Thomas Haywood, 35, was suspended from his $47,439 job as acting administrator of the city’s GAIN program. He was was applying for the permanent job.

Anderson said he directed Haywood to pick up a copy of the questions, but reconsidered after another employee saw Haywood with the questions. Both men said the incident was innocent.

Haywood, who is gay, said the incident is an example of discrimination against gays at City Hall. City officials deny the charge.
