Festival 2000 Woes: San Francisco city officials are considering going back on a $150,000 promise to reimburse local arts groups for expenses incurred during the fall multicultural festival. Festival 2000, which declared bankruptcy last month, left behind a total debt of more than $700,000 to 186 organizations and businesses, and may force the city to consolidate its 23 agencies authorized to give arts grants.
