NEA Cuts Grants: The National Endowment for the Arts officially slashed $12 million in direct grants to artists and arts organizations late Friday, promising to reallocate approximately the same amount of money in 1991 to a variety of state arts councils around the nation. NEA Chairman John E. Frohnmayer authorized the budget program cuts or so-called “reprogramming” of NEA funds on Friday, a spokesman for the agency said.
