Soviets to Get U.S. Cellular Systems: The American communications companies Millicom Inc. of New York and US West Inc. of Englewood, Colo., have signed an agreement to provide cellular telephone service in the Soviet Union, starting in Moscow next year. The value of the agreement was not disclosed.
