U.S. Ruling on Scholarships

Your editorial on college scholarships (Dec. 19) does not address the main reason for the controversy. Funds for college scholarships are at such inadequately low levels, that the funds restricted for special groups constitute a significant portion of the total available funds and everyone is scrambling for them.

In addition, tuition at private colleges has been increasing for the last decade by about twice the inflation index, primarily for the purpose of enabling colleges to fund scholarships to benefit under-represented minorities.
