The President can put even more pressure on Hussein by declaring that we will hold Iraq liable for the entire cost of our forces in the Persian Gulf. In short, we should demand reparations.

We should immediately secure several of the larger oil fields in the region, call in the Army Corps of Engineers, open the valves wide and pump out the oil to pay our costs. We might even be able to meet our domestic needs that way. There’s collateral over there and we should take it. After all, his aggression brought us to the gulf in the first place. Let’s make him pick up the tab.
