News in the Afternoon: KCBS Channel 2, which had planned to replace the recently dumped “The Joan Rivers Show” with reruns of “Quincy,” announced Thursday that it will instead launch an hourlong newscast weekdays at 3 p.m. focused on the war with Iraq. Anchored by Tritia Toyota and Michael Tuck, the broadcast begins Monday, and there is a chance that it will become permanent after the war ends, a station spokeswoman said. Meanwhile, “The CBS Evening News” with Dan Rather expanded to a full hour Thursday, from 6-7 p.m., preempting Tuck and Toyota’s regular 6 p.m. local broadcast until further notice.
