THIRTY GERMAN SERVICE PERSONNEL assigned to Turkey are refusing to go because they do not want to fight in the Gulf War. Bremen lawyer Guenther Werner said the men, members of a Hawk antiaircraft missile unit, base their case on Germany’s constitution, which says no one can be sent to fight in a war against his conscience. Germany is sending 800 airmen to Turkey with air-defense missiles to back up a force of 18 fighter aircraft and 200 personnel already stationed there. Foreign Minister HANS-DIETRICH GENSCHER said that Bonn will change its constitution to allow German soldiers to take part in U.N. peacekeeping operations.
