Progress on Trade Pact: An agreement to reform rules covering global trade is moving closer, but it could take months to work out details, a senior U.S. official said in San Antonio. Richard Crowder, undersecretary of agriculture for international affairs and commodity programs, said progress has been made to resolve a dispute with the European Community over how to end farm subsidies--and how fast. The dispute triggered a breakdown Dec. 7 in the reform talks being held in Brussels under the General Agreement on Tariffs and Trade. Crowder was in San Antonio for a meeting of the U.S. Feed Grains Council.
