Unions, Railroads Extend Talks: The Persian Gulf War and the harm that a nationwide rail strike would do to the war effort helped prompt the nation’s major freight railroads and unions to agree to a 60-day extension of contract talks. Under the federal law that governs labor disputes in transportation, a “cooling off” period was set to expire Friday. The new deadline will be April 15.
