Foreign ministers of Saudi Arabia, Syria and Egypt are sketching a BLUEPRINT FOR THE FUTURE OF THE MIDDLE EAST. The plan is to include economic aid that will directly benefit the Arab public, postwar security that will let foreign troops withdraw quickly and steps to solve the Palestinian problem. Saudi and other diplomats say the ministers will be joined by colleagues from the Persian Gulf region and possibly Morocco at a conference Friday in Cairo to broaden the discussions. The blueprint also covers arms control, including a ban on the import and manufacture of nuclear, biological or chemical weapons, the diplomats said.
