Police Arrest Fugitive as They Pass Out His Photo

The most wanted man in Kansas was arrested Tuesday in Ocean Beach when he walked by four uniformed police officers who were distributing his picture, a San Diego Police Department spokesman said.
Ten days ago, police received information that Michael Allan Turner, 26, who escaped from the Topeka jail on July 26, was in the Ocean Beach area, police spokesman Bill Robinson said. Turner was serving a 15-to-50-year sentence for kidnaping, rape, attempted murder and aggravated robbery when he escaped.
Robinson described Turner, an unemployed printer, as an Ocean Beach transient who used a West Point Loma Boulevard address but didn’t live there.
Turner walked past four patrol officers at Dog Beach near Voltaire Street about 5:30 p.m., 90 minutes after the officers received copies of his photograph for distribution, Robinson said.
