Assemblywoman Gwen Moore (D-Los Angeles) would like the cost of assigned-risk auto insurance policies (Part A, Feb. 13) to reflect the motorist’s ability to pay (AB 463). She seems to be ignoring the fundamental concept of insurance: The cost of insurance should be related only to risk, not ability to pay. People who are statistically more likely to file an insurance claim should pay more for insurance. This makes sense.

But Moore’s idea is an old one. Karl Marx thought of it a long time ago--”From each according to his ability, to each according to his need.”

Why do we continually elect officials who push ideas the Soviet Bloc countries are abandoning?
