Ralph L. Goff; State Welfare Official

Ralph L. Goff, former deputy director of the California Department of Social Welfare, has died in Laguna Hills. He was 81.

Goff died Thursday after a long battle with cancer, his wife, Dorothy, said.

Joining the department in 1939, Goff developed the state’s manual of welfare rules and regulations. He headed the Los Angeles office of the state agency until 1950, when he was named assistant director and transferred to Sacramento. He later was elevated to deputy director.

A leader in the Los Angeles Assn. of Social Workers, Goff also was chief of the social audit unit of the State Relief Assn.

In addition to his wife, Goff is survived by a brother, Madison Goff, of Pacific Palisades.

The family has asked that any memorial contributions be made to the National Cancer Assn.
