SEAL BEACH : City Council Permits Clapping at Meetings

Applause will be permitted during City Council meetings, the council decided Monday night.
The new rules for conduct during meetings were approved, 3 to 2, with Mayor Edna Wilson and council member Joe Hunt dissenting. Wilson said she finds clapping during council meetings distracting.
The council had discussed the issue last month for more than 30 minutes without reaching a decision.
Another point of dissension at Monday’s meeting was the order of council business, particularly when council members should be allowed to bring up their concerns.
Council members Marilyn Bruce Hastings and Frank Laszlo said they prefer dealing with council members’ items early in the evening, while Wilson and Hunt said legislative concerns should come first.
Council member Gwen Forsythe broke the tie, saying she would support the new order of business allowing council concerns to be heard first on a trial basis. She said she would support reinstating the former method if council concerns take too much time.
