The City Council has authorized Fugro-McClelland (West) Inc. to prepare the environmental impact report for the 1-million-square-foot expansion of Columbia Studios.

Columbia Pictures Entertainment Inc. will pay for the $99,811 maximum cost of the report. The council also authorized traffic consultant Arthur L. Kassan to review a traffic impact study for the project, at a cost of up to $23,850.

The sprawling Columbia complex, which will be the site of corporate headquarters, will be expanded to more than 2.6 million square feet of office, retail and technical space for nearly 5,000 employees. The project will take 15 years to complete.

The design calls for twin 11-story office buildings, two nine-story buildings and a dozen buildings from four to six floors, which exceed the 56-foot height limit approved by voters last April.
