Former Lincoln S&L; Lawyer Charged: The U.S. attorney’s office charged in an information filed in U.S. District Court in Los Angeles that Mark S. Sauter, a former in-house lawyer for Lincoln Savings & Loan and its parent, “knowingly and willfully” lied to regulators and defrauded the government in covering up “file-stuffing”--or adding documents to loan files so they would appear to be in compliance with lending rules. Sauter, now of Cincinnati, is expected to plead guilty Monday to the information.
