Standard & Poor’s Corp. said it upgraded its ratings on the city of Los Angeles Harbor Department’s $137.2 million of revenue bonds to AA from AA-minus. The rating agency also raised the ratings on the city of Long Beach’s $322.3 million of harbor revenue bonds, series 1972, 1989A and 1991 to AA from AA-minus.
