Fixed-Rate Mortgages Rise Slightly: Fixed-rate mortgages averaged 9.59% this week, up from 9.50% last week, according to a national survey released by the Federal Home Loan Mortgage Corp. It was the highest since rates averaged 9.61% on Jan. 25. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 7.44%, down from 7.45% last week and the lowest since Freddie Mac began tracking ARMs in 1984. The rates do not include add-on fees known as points.
