Network, Studio Talks Collapse: The major television networks and Hollywood studios were unable to reach a private agreement in the ongoing debate over allowing networks to earn profits from program reruns. After a four-hour meeting at Warner Bros. in Burbank, network and studio officials said negotiations had failed and it was now up to the Federal Communications Commission to resolve the issue. The FCC is scheduled to vote on a new set of rules April 9 that would substantially limit network entry into the lucrative syndication business.
