GAO Chief Criticizes Bank Reform Plan: Charles A. Bowsher, head of the General Accounting Office, said the Treasury Department’s banking reform plan lacks mechanisms to provide early warnings of bank failures. Bowsher, comptroller general of the GAO, took issue with the far-reaching plan during a lunch speech before the Institute of International Bankers in Manhattan. The plan is under consideration in Congress.
