The Department of Motor Vehicles reports that Orange County ranks second in the state in the number of licensed drivers, with 1.77 million. First is Los Angeles, with 5.59 million. . . . Although San Diego has more residents than Orange County, it ranks third in terms of drivers. In all, nearly 20 million Californians--about two-thirds of the state’s residents--have licenses.
