FREEZE-OUT: Irvine political consultant Stuart Spencer has only bad things to say about Kitty Kelley and her biography of Nancy Reagan (B4), but he concedes that she’s right on at least one point. . . . Kelley says that in 1976, when Spencer was working for President Gerald R. Ford in his fight for the party nomination against Ronald Reagan, Spencer came up with the slogan: “Gov. Reagan couldn’t start a war, but President Reagan could.” Spencer confirms Kelley’s claim that the Reagans didn’t talk to him for four years after that. “They were very mad at me,” he says. But “in 1980 we made our peace.”
