J. C. Penney Co. said it decided to end its home-shopping program, which is produced by Shop Television Network of Burbank, in October. J. C. Penney has accounted for nearly all of the Burbank company’s revenues. Shop Television had a 10-year contract to produce the program, which is seen on cable television, but J. C. Penney decided that “the sales potential that we saw was not great enough for us to want to continue in the business,” said Duncan Muir, a spokesman for the retailer.
