VIETNAM: Leonard Woodcock, the man sent in 1977 to represent American interests in Vietnam after the war, returned to Hanoi last week as head of a delegation of American companies wanting to do business there. Sources close to the delegation said Citibank wants to open a branch in Hanoi, and the suggestion was welcomed by the State Bank of Vietnam, the nation’s central bank. The delegation also met civil aviation officials and the state oil authority and discussed U.S.-Vietnamese relations with several top Vietnamese officials. The United States has no diplomatic relations with Vietnam, and a U.S. trade embargo bans business ties with the Communist nation. But the former wartime enemies have resumed talks recently on normalizing relations.
